Dr. Jitendra Singh Urges Nationwide Cleanliness Movement

Union Minister of State for Science and Technology, Dr. Jitendra Singh, emphasized the need for a nationwide mass movement aimed at elevating Government’s ongoing cleanliness initiative during a high-level review meeting on Special Campaign 5.0. The meeting took place in New Delhi on April 5, 2023, where Dr. Singh called for integrated strategies combining public participation, innovation, and private sector engagement in the fight for cleanliness.

Dr. Singh firmly believes in moving beyond mere symbolic efforts. He stated, “We should institutionalize cleanliness, space optimization, and record management as essential governance components.” He noted that embedding these practices into daily operations is crucial for sustainability.

The Minister urged ministries to harness technology, along with community participation and corporate partnerships, to maintain the momentum of this campaign throughout the year. He proposed leveraging collaborations with NASSCOM to introduce innovative waste management solutions focusing on urban clusters, hotels, and government establishments.

“By integrating digital technologies and smart recycling models—like automated waste segregation—we can not only enhance operational efficiency but also create new livelihood opportunities,” Dr. Singh stated. His vision integrates advanced technological practices, which he views as vital to overall operational success in government outreach.

Highlighting the need for a central repository of best practices, Dr. Singh encouraged documenting efficiency models across various sectors. He asserted that successful cleanliness strategies in public spaces and educational institutions should be shared nationwide to inspire others.

The involvement of diverse communities is paramount for Dr. Singh. He expressed optimism that the involvement of youth and women would inject new energy into the campaign: “When young people and women join the movement, it becomes more vibrant and impactful.” He recommended amplifying Swachhata (cleanliness) messages through schools, colleges, and platforms like My Bharat volunteers. This proactive participation can cultivate a shared culture of responsibility towards cleanliness.

Reflecting on the success of earlier campaigns, Dr. Singh noted that the Special Campaign has transformed from a short-term initiative into a long-term governance model enhancing efficiency, transparency, and citizen-centric administration. He reiterated the Government’s pledge to maintain this momentum under the guidance of Prime Minister Narendra Modi.

Dr. Singh announced plans to share newly identified innovative practices from the campaign with relevant States, PSUs, and autonomous bodies. This collaborative approach stands to enhance the effectiveness of cleanliness strategies across the country.

Earlier, Union Minister of Health and Family Welfare, Dr. Mansukh Mandaviya, echoed the significance of behavioral change and youth involvement in the Swachh Bharat vision. He proposed appointing student and youth ambassadors from universities to promote awareness and inspire communities to prioritize cleanliness and hygiene.

The meeting convened notable figures, including V. Srinivas, Secretary of the Department of Administrative Reforms and Public Grievances (DARPG), along with senior officials from the Ministry of Health and Family Welfare, and representatives of allied departments. Their collective insights aim to fortify the campaign’s objectives and outreach.
