On October 29, the Jammu and Kashmir Legislative Assembly will discuss seven Private Members’ Resolutions out of 55 submitted by legislators during the ongoing autumn session. The session started on October 23 and will conclude on Friday.
According to official reports, BJP leads the submissions with three resolutions, followed by two from the National Conference (NC) and one each from Congress and an Independent legislator.
Two of the key resolutions focus on relief, rehabilitation, and land allotment for families affected by recent flash floods and landslides, reflecting the urgent needs of the community.
BJP MLA Pawan Kumar Gupta from Udhampur West has proposed a resolution urging the government to provide immediate relief to flood victims and to request aid from the Union Government under the National Disaster Relief Fund (NDRF). Gupta emphasized the need for adequate compensation to restore the livelihoods of affected families.
“This House urges the Government to ensure adequate compensation and restoration of livelihoods to the affected families,” Gupta stated. His resolution is placed at Serial No. 3 among the seven.
Another BJP legislator, Balwant Singh Mankotia from Chenani, advocates for families who lost land in the August 2025 flash floods. The resolution proposes allotting 10 marlas of land per family for constructing homes and cattle sheds, ensuring that the affected families receive necessary support.
“This House resolves that 10 marlas of land be allotted for construction of residential houses and cattle sheds for affected families,” the resolution read, positioned as Serial No. 7.
Highlighting employment challenges, NC MLA Ajaz Jan from Poonch seeks a resolution to regularize daily wagers in various government sectors. His proposition, found at Serial No. 6, calls for establishing a clear eligibility framework that considers both service duration and performance.
Dr. Syed Bashir Ahmed Shah (Veeri), another NC legislator, emphasizes the necessity of creating employment opportunities for the youth, advocating for the promotion of agro-based industries. His focus aims at sustainable job creation in the region.
The top-listed resolution comes from Congress MLA Nizam-ud-Din Bhat, who demands the establishment of a National Law University in Srinagar. Bhat’s proposal states that funds for the first phase of the university project are already available.
“This House unanimously resolves to initiate the process of establishing the Jammu and Kashmir National Law University at Srinagar without further delay,” said Bhat, placing significant emphasis on the potential educational advancements this could bring.
Additionally, BJP MLA Rajeev Kumar Bhagat from Bishnah has submitted a resolution at Serial No. 4, focusing on revitalizing the irrigation infrastructure in the Union Territory. He appeals for the restoration of canal networks and necessary farmer support to enhance productivity.
The Independent MLA from Thannamandi has raised a resolution regarding the implementation of Panchayati Raj Rules in Jammu and Kashmir, listed at Serial No. 5. This resolution aims to ensure that no contractor is allocated works up to ₹3 lakh, which must instead be managed through Halqa Panchayats.
The Assembly’s session will continue with discussions on the Private Members’ Resolutions scheduled for Wednesday, following the House’s short recess from October 24 to 26. Notably, the first day of the Assembly only included obituary references.
Interestingly, none of the three PDP MLAs had their resolutions selected for discussion, highlighting the competitive nature of legislative priorities in the region. As the assembly convenes, the outcomes of these resolutions could significantly impact local policies and community support.
